ppsi-v2013.11

While we tagged releases 2013.08 and 2013.09 without a public news item,
we are now proud to announce the release of ppsi-v2013.11, that is going
to be used by default as PTP engine in the White Rabbit node.

Unfortunately, some issues remain, mainly in the servo code and fine
details about priorities when operatingin a mixed WR+nonWR network, but
the code base is pretty stable and can be used in the White Rabbit switch
as well. PPSi has been successfully run at the ISPCS plug-fest in Lemgo,
Germany.

I thank Aurelio Colosimo, Maciej Lipinski, Grzegorz Daniluk and
Poul-Henning Kamp for help in coding, testing and reviewing the code.

The preferred way to get PPSi is cloning with git clone https://ohwr.org/project/ppsi.git
(read-only) or git clone ssh://git@ohwr.org:7999/project/ppsi.git (developers). The archive
